People change and friendships evolve over time; however, that is no reason to deny a person of any sort of communication if one reaches out to the other.

It would be wise not to gain an enemy by disrespecting someone with whom you used to call a friend.
In Tallahassee, Florida, a six year old boy called 911 because he was upset and lonely:
He told the 911 dispatcher that he was lonely and wanted a friend.
Officer Joe White from the Tallahassee police department responded to the call.
When he arrived, the boy asked if Joe would be his friend.
After a gentle reminder of "how 911 worked and was [only] for emergencies," Officer White said he would be happy to be the boy's friend.
The boy then got to sit in the police car and received a stuffed animal from the officer.
According to the TPD on Facebook, he "now has a friend at the Tallahassee Police Department!"
